About Us

Clem Srour is the Managing Director of Tridus Strategies. A very strong collaborator, innovator, and strategic thinker, Clem is a leader and expert in offset and industrial participation, honed through extensive experience in Canada’s Industrial and Technological Benefits Policy (ITB), including Value Proposition (VP).
As a senior official with Innovation, Science and Economic Development Canada (ISED), he led the development and evaluation of the VP for the Future Fighter Capability Project competition, one of the most complex economic benefits files in Canadian defence procurement.
Clem Srour has also managed and supported the industrial approach for many other major defence procurements, including for the Canadian Multi-Mission Aircraft Project (replacement of the CP-140 fleet).

The Canadian Offset Policy Environment
Contact usCanadian offset policy is expressed through the ITB Policy, which requires companies awarded defence procurement contracts to undertake business activity in Canada equal to the value of the contracts they have won.
Unlike many other global offset policies, Canada’s ITB Policy is a contractual obligation, and contractors must propose business activities in Canada that must meet numerous and exhaustive requirements.
Understanding ISED requirements can be challenging for companies not intimately familiar with the ITB policy framework. Guidance in this complex area is needed in order for contractors to put forward compliant and competitive ITB/VP proposal.
